In an interview for Poland's PAP news agency, Krzysztof Szczerski said that Russia has repeatedly disrespected other countries' territorial integrity and "therefore is not entitled today to ties based on trust and revoked sanctions".
He added that dialogue with Russia made sense "only when we ourselves are boosting our defence and deterrence capabilities".
Trump and Putin were on Monday expected to discuss the conflicts in Ukraine and Syria, and Russia's 2014 annexation of the Crimean peninsula.
