A merger between Poland's biggest oil refiner, PKN Orlen, and Lotos, the country’s no. 2 refining company, is unavoidable, the Parkiet daily has cited a deputy infrastructure and construction minister as saying.

The paper quoted Kazimierz Smoliński as saying: “For now it is not known when the government will make a decision on the merger, but I think it is a matter of time.”
Parkiet said Smoliński argued that there is no other country of a size similar to Poland that has two major state-owned companies in one industry.
“Everywhere there is only one,” Smoliński was quoted as saying.
