The news follows the dismissal of Franciszek Smuda, former coach of Poland's national side, on Monday.
Moskal himself played for the Krakow side for almost a decade, also winning caps for his country, and he has served as Wisła's stand-in coach on two occasions since 2007.
Some were surprised that he had not been given the top job until now.
"I won't deny that it's a great honour and pleasure to be able to work at this club again,'' Moskal said at a press conference on Tuesday.
''I assure you, on my behalf and that of the staff, that we'lll do everything to get Wisła to play better football, and most of all, to pick up points.''
Wisła came fifth in the 2013-2014 season of Poland's top league, Ekstraklasa. The team is currently in sixth place for the 2014-2015 season. (nh)
